Angering anglers along the way, the Pennsylvania Fish and Boat Commission may halt fishing for smallmouth bass during the spawn and extend catch-and-release-only fishing up tributaries to the "sick" portions of the Susquehanna and Juniata rivers.

The proposals are the latest moves by an agency powerless to solve the rivers' water-quality problems.
