TO THE EDITORS:
The World Health Organization ranking of U.S. health care is misleading. Its rankings used subjective factors such as "fairness" which are unrelated to the quality of health care. WHO actually penalized the United States because it has adopted Health Savings Accounts and "for not having a sufficiently progressive tax system, not providing all citizens with health insurance, and having a general paucity of social welfare programs."See the full content of this document
