Blanket video surveillance makes the assumption you need to be watched because you could possibly commit a crime. The comment by a local camera operator that he "can tell pretty much right away if someone's up to no good" suggests a presumption of guilt without probable cause other than the surveillance - something the Fourth Amendment protects against.
